Clean Truck Check Requirements

Verify Fleet Vehicles: Identify which vehicles in your fleet are subject to the Clean Truck Check program. Report and Pay Fees: Get ready to report affected vehicles and pay the annual $30 compliance fee to CARB once the reporting database is available. Prepare for Testing: Ensure your vehicles are ready for compliance testing. Bring your vehicle for testing or we can come to you. Reporting Requirements and Compliance Fee Payments Vehicle Reporting: Vehicle owners must complete reporting for applicable vehicles by the end of 2023. The open reporting season is expected to begin in October 2023, providing approximately three months to establish accounts within the Clean Truck Check database system and input required vehicle information. This includes company/fleet information, contact details, and U.S. DOT number. Vehicle identification numbers (VIN) will be used to designate ownership. The database system aims to minimize manual data entry by gathering vehicle information from other sources. Supplemental Guidance: CARB plans to release additional guidance detailing the reporting procedures and required information. Training webinars and instructional videos will also be provided to help owners navigate the database system. Compliance Fee Payments: During the open reporting season, vehicle owners must pay the 2023 annual compliance fee of $30 per vehicle through the database system using major credit cards, debit cards, or electronic fund transfers. Completion of reporting and fee payment will grant access to a vehicle’s compliance certificate in the database system , which serves as proof of compliance. 2024 Periodic Testing Requirements Effective Date: Periodic vehicle testing requirements are expected to become effective in July 2024. A passing compliance test must be submitted to CARB within 90 days prior to a vehicle’s compliance deadline. For instance, if a vehicle has a compliance deadline on July 1, 2024, the test must be submitted between April 2, 2024, and July 1, 2024. Future Updates: CARB will release additional information on periodic testing compliance deadlines and the 2024 compliance fee payment schedule later this year. In 2024, most vehicles will require one periodic compliance test. Starting in 2025, vehicles will generally be subject to twice-yearly testing requirements.
