Understanding CARB's Heavy-Duty Inspection and Maintenance Program

Under the Clean Air Act, the California Air Resources Board (CARB) has developed statewide programs and strategies to reduce smog-forming and toxic pollutants emitted from mobile sources. Heavy-duty diesel vehicles over 14,000 pounds are significant contributors to California’s air quality challenges, leading to the creation of the Heavy-Duty Inspection and Maintenance Program (HD I/M).


This post aims to provide vehicle owners with updated information on future reporting and periodic testing requirements under the Clean Truck Check. Key events and estimated implementation dates are as follows:


  • Open Reporting Season: CARB plans to implement a three-month open reporting season from October 1, 2023, to December 31, 2023.
  • Vehicle Registration and Compliance Fees: By December 31, 2023, vehicle owners must register their vehicles in the Clean Truck Check database and pay a $30.00 annual compliance fee per vehicle for 2023.
  • Periodic Testing Requirements: Starting in July 2024, periodic testing requirements will become effective. A passing compliance test must be submitted to CARB for all vehicle compliance deadlines on or after July 1, 2024.


Figure I below illustrates the existing 2023 requirements and the projected phase-in timing of the upcoming Clean Truck Check requirements.
